What is the ruling on a government employee falsifying laws by imposing financial penalties on citizens without a just cause?
Injustice is darkness on the Day of Resurrection, and an employee is not permitted to burden another with the consequences of his own shortcomings and negligence, for Allah the Almighty says: {And those who harm believing men and believing women for [something] other than what they have earned have certainly borne slander and manifest sin}. If that is the case, then you are not to bear his shortcomings, and you have the right to defend yourself by escalating the matter to the responsible authorities. Financial punishment (ta'zir bi al-mal) is forbidden according to the majority of scholars. And let officials beware of oppressing people, for the Prophet, peace and blessings be upon him, said: "O Allah, whoever is given charge of any affair of my Ummah and makes it difficult for them, then make it difficult for him." And if you are unable to repel the injustice, your right remains until the Day of Resurrection.
