Lying is informing about something contrary to its reality, whether intentionally or unintentionally. There is no intermediary between truthfulness and lying according to the People of Sunnah, and the sin lies in intentional lying. Creating a website for a fictitious import company is considered lying and deception towards the entities that will interact with it.
