Committing this heinous act within the Sacred Precincts of Allah is perplexing, and the claim that crowding forced him into it is unacceptable. The obligation is sincere repentance and deep remorse, for committing a sin in the Sacred City is graver iniquity. If that occurred unintentionally and he tried to avoid it, then there is no sin upon him. However, in all cases, his circumambulation (tawaf) is invalidated due to the absence of the condition of purity. If he performs ghusl and repeats the tawaf, then there is nothing upon him. But if he does not repeat the Farewell Tawaf and departs from Mecca, then, according to the majority of scholars, he owes a compensatory sacrifice (dam), because he is considered to have abandoned the Farewell Tawaf.
