What is the ruling on Umrah and Hajj for one who touched with desire during Tawaf, Sai, and the Jamarat?
You must first repent to Allah. If nothing was discharged from you during the tawaf of Umrah, then your tawaf is valid. However, if pre-seminal fluid (madhi) or semen (mani) was discharged from you, your tawaf is invalidated and you must repeat it. If you performed another Umrah after that, it takes the place of the Umrah you invalidated. But if you contracted marriage during this period (the period of ihram), you must renew the contract. If semen was discharged due to lust during tawaf, then according to some scholars, you owe a fidyah (expiation). This fidyah is a camel if it was due to repeated looking or touching with lust, or masturbation, and a sheep if it was madhi due to that. Or a sheep, or fasting three days, or feeding six needy people if it was due to a single glance. Some scholars are of the opinion that you owe no fidyah unless the discharge was from direct sexual contact. As for your Hajj, if you entered into ihram for it after exiting the Umrah in the manner described, then your Hajj is valid. However, if semen was discharged from you upon contact with this girl before the first release from ihram, then according to some scholars, you owe a dam (slaughtering of an animal).
