Is the ruling of a person with the aforementioned qualifications—a young man who is a mosque imam and khatib, and a graduate of one of the higher Sharia colleges—sufficient regarding his fatwa that a divorce did not occur in a complex divorce issue?

Allah Almighty commanded those who do not know to refer to the people of knowledge and seek their fatwa. It is obligatory to ask those who are known for their knowledge and piety. The people of knowledge are recognized either by their being appointed to issue fatwas with the approval of prominent scholars without objection, or by people learning from them and gathering to ask them, or by a trustworthy, just person informing that this person is a just scholar. If the questioner predominantly believes that the one being asked is not among the people of ijtihad or is ignorant of the Sharia, then it is not permissible to follow him, and not everyone who graduates from Sharia colleges is qualified to issue fatwas.
