Is it considered a disobedience (Aqoq) for someone to refuse to evict a tenant from his home, based on his mother's request, taking into consideration the tenant's difficult circumstances and need for housing?

The right of the mother is great, and obeying her is obligatory in what is good and permissible. However, it is not obligatory to obey her if she commands disobedience or something that harms one's religion or worldly life. It is not permissible to obey the mother in expelling the tenant as long as the rental contract is binding and its term has not ended, unless both parties agree. However, if the term has ended or the tenant agrees to leave and there is no harm, then it is obligatory to obey her. A Muslim should continuously honor his mother, be kind to her, and obey her in what is good and permissible.
