Is it permissible for a young man to declare his love and desire to marry a young woman, provided that he adheres to the legitimate Islamic guidelines, and refrains from exchanging emotional words, making calls, or engaging in unlawful meetings?

Whoever loves a woman and purifies himself from falling into what displeases Allah is a doer of good and will be rewarded. It is not permissible to declare love for this foreign woman, as it opens a door to evil and temptation. There is no need to communicate with her for the sake of teaching or reminding about Allah, for these matters can be achieved through other means, and it may be an opening for Satan. Avoid her completely, for safety is unparalleled. If marriage to her becomes possible for you in the future, then so be it. Otherwise, say, "Perhaps it is good," in accordance with His, the Almighty's, saying: "And perhaps you dislike a thing and it is good for you; and perhaps you love a thing and it is bad for you. And Allah knows, while you know not."
