What is the ruling on the belief that establishing an Islamic state is not suitable for a country founded on man-made laws (derived from Sharia and other sources), given the existence of criminal and inheritance laws that contradict Sharia, and the fatwa of Muslim scholars within it to expel those who deem the establishment of an Islamic state necessary?

Muslims must rule by the Sharia of Allah. Among the greatest evils is the removal of Sharia and its replacement with man-made laws. Rulers must govern by the Sharia of Allah, and preachers and scholars must clarify the obligation of referring to Sharia for judgment and the impermissibility of referring to anything else. Whoever is afflicted with harm should be patient and seek reward from Allah, because harm endured in the path of Allah elevates one's ranks, as Allah Almighty said: "Do people think that they will be left to say, 'We believe' and they will not be tried?" (Al-Ankabut: 2).
