A group of prominent scholars stated that applying man-made law and making it a general sharia and a methodology for people to follow is considered major kufr (disbelief), and it does not require explicit declaration of permissibility because it implies it. Whoever does not rule by what Allah has revealed out of disdain for it, or contempt for it, or believing that something else is better than it, is a disbeliever who has apostatized from the religion. Among them are those who legislate for people laws that contradict Islamic legislation to be a methodology for people to follow, believing that they are more righteous and beneficial for creation. However, a specific individual is not declared a disbeliever until the conditions for declaring someone a disbeliever are met and its impediments are absent, and the proof is established against him by informing him of the ruling of the Sharia and removing any ambiguities and interpretations.
