What is the ruling on sitting in the mosque after Fajr prayer until sunrise and praying two rak'ahs, and does the same ruling apply to women in their homes?

It has been established in Sunan al-Tirmidhi that there is a hadith indicating the virtue of praying Fajr in congregation, then sitting to remember Allah until the sun rises, then praying two rak'ahs. The one who does so will have the reward of a complete Hajj and 'Umrah. This reward includes women if they do so in their homes, because their prayer in their homes is better for them.
