Is it permissible for the mosque community to use a tent designated for memorizing the Quran – verbally, not officially – for other purposes, such as meetings, and are the official Imam and Muezzin entitled to interfere in its affairs?

The stipulations of the endower must be adhered to, so long as they do not contravene Islamic law, for the stipulation of the endower is like the stipulation of the Lawgiver. Therefore, if the endower has endowed the tent for the memorization of the Quran, it is not permissible for the mosque community to use it for meetings, unless the endower intended its use for other matters and did not intend restriction. If it is not possible to refer back to him, the default is to restrict its use to memorization. Neither the Imam nor the Mu'adhin has the right to alter the endower's condition; rather, they are to oversee the fulfillment of the endower's condition. However, if the endower has appointed a supervisor for his endowment, then the supervision falls solely to him.
