Is the act of the Imam who prevented a Quran memorization circle from being held in the mosque after Fajr prayer, under the pretext of not obtaining his permission, lawful? And is permission a condition for reciting and studying the Quran in the houses of Allah?

Teaching the Book of Allah in mosques is among the best acts of drawing closer to Allah. Young people should seek permission from the person in charge of the mosque, especially if their stay extends beyond prayer times, in order to maintain the mosque. If the young people are diligent in preserving the mosque, then no one has the right to prevent people from it, for mosques are not private property belonging to anyone; rather, they belong to Allah Almighty. Allah the Exalted says: "And that the mosques are for Allah, so do not invoke with Allah anyone."
