It is impermissible to lie or defraud to obtain it, due to the Prophet’s (peace and blessings be upon him) saying: "Muslims are bound by their conditions, except for a condition that makes a lawful thing unlawful or an unlawful thing lawful." Therefore, it is not permissible to create fictitious employment or housing contracts in order to obtain aid.
