What is the validity of the statement that a human being's committing of fornication is predetermined for him, and therefore looking at a girl with lust or kissing her is not considered a sin?

It is mentioned in the Hadith that "Indeed, Allah has decreed for the son of Adam his share of zina (unlawful sexual intercourse), and he will inevitably attain it. The zina of the eyes is looking (at what is forbidden), the zina of the tongue is speaking (forbidden words), the soul wishes and desires, and the private parts either confirm or deny all of that." It is not permissible to use predestination as an argument to justify sins and transgressions, because Allah Almighty has given man free will and choice, guided him to good, and warned him against evil. Arguing with predestination is for calamities, not for faults, and it is the argument of the polytheists. Among the wisdoms of this Hadith is to clarify that every son of Adam is a sinner and must hasten to repent, and that the love of desires is inherent in man, which necessitates caution and avoidance of the causes of actual zina.
