Is it permissible to eat on newspapers and magazines if they do not contain any of the names of Allah Almighty, or a verse, or a Hadith? And am I sinful if I refuse to do the right thing when my mother tells me to?

It is forbidden to use papers with Quranic verses, names of Allah, or the name of the Prophet on a dining spread, as this is considered a desecration of them. They must be removed, burned, or buried to preserve their sanctity. Whoever sees a paper containing any of these should remove it. The argument that one cannot avoid eating on such newspapers is an argument against the person making it, not for them. The mother should be advised gently and an alternative to those newspapers should be provided.
