Is it permissible to inflate the price of travel tickets provided to the employer from 1,800 dirhams to 2,0 dirhams in order to obtain a larger financial allowance, and is this considered embezzlement?

If the employer grants the employee a fixed amount for travel tickets as ownership, regardless of the actual cost of his travel, then this amount is considered the employee's property, and he is entitled to take it in full. However, if the employer pays an amount equivalent to the actual cost of the tickets, or authorizes the employee to purchase them, then it is not permissible for the employee to commit fraud and take any excess over the value. His doing so is considered consuming people's wealth unjustly, and he must repent and return the excess amount.
