What is meant by "the one who wrongs himself" in the verse: (Then We caused to inherit the Book those We chose of Our servants; and among them is he who wrongs himself, and among them is he who is moderate, and among them is he who is foremost in good deeds by permission of Allah)? And does his wrongdoing encompass himself and others? And can the unjust ruler be considered included in it, and is this considered evidence for not excommunicating the unjust ruler?
The oppressor of his own soul is: one who is negligent in performing some duties, and who commits some forbidden acts. This includes the unjust ruler, based on the Almighty's saying: ﴿And whoever does not judge by what Allah has revealed - then it is those who are the disbelievers.﴾ [Al-Ma'idah 5:44]. And judging by other than what Allah has revealed oscillates between minor and major disbelief, depending on the ruler's situation.
