It is permissible to develop and sell software to companies as long as it is used for permissible purposes, and its use is not exclusively for unlawful acts. Whoever uses it for unlawful purposes bears the sin. However, it is not permissible to develop or sell it to someone who is known beforehand to be going to use it for unlawful acts.
