It is desirable to sprinkle water on the grave after burial to firm up its soil and protect it from the wind. The Prophet, peace and blessings be upon him, did this for the grave of his son Ibrahim. It is permissible to sprinkle water on the grave even after some time if there is a need. However, this ruling applies specifically to earthen graves. As for built and tiled graves, there is no need to sprinkle water on them. Sprinkling water on the grave during every visit without a reason is not legislated. As for placing flowers on graves, it is not legislated, and they must be removed.
