Is anesthesia considered an intoxicant, and is anesthetic material impure because it intoxicates?

The majority of jurists consider it unlawful to consume an intoxicating amount of cannabis (bange), but they permit its use for medicinal purposes and for inducing unconsciousness to amputate a gangrenous limb. However, the Hanafi school differs in its opinion regarding its consumption for non-medicinal purposes and the necessity of imposing a hadd punishment on someone intoxicated by it. Most jurists believe that no hadd punishment should be imposed on someone intoxicated by cannabis and similar solid intoxicants, but they should receive a discretionary (ta'zīr) punishment. They all agree on the purity of cannabis, as they stipulate that an intoxicant must be liquid to be considered impure.
