What is the ruling on using anesthesia to carry out a Hudud punishment, such as cutting off a hand, for example?

It is permissible to carry out hudud punishments (rights of Allah) while under the influence of narcotics, but qisas (retribution — a human right) is not permissible to carry out while under the influence of narcotics unless the rights-holder consents. It has been reported from the judiciary that qisas is not permissible while under the influence of narcotics due to the disappearance of gratification and the loss of the wisdom behind qisas. However, no impediment has appeared for the use of narcotics when amputating a hand or foot in hudud punishments. The Council of the Senior Scholars' Commission decided that it is permissible to use narcotics during qisas for offenses less than murder, with the victim's approval.
