Is it permissible to anesthetize a thief in order to carry out the حد السرقة (punishment for theft), and can the amputated part be reattached?

It has been previously explained that it is permissible to carry out punishments that are the right of Allah while the perpetrator is under the influence of narcotics, unlike punishments that are the right of individuals, such as retribution (qisas), which are not permissible to be carried out under anesthesia unless the rights-holder consents. Similarly, it is not permissible to reattach a limb that has been amputated as a result of a Hadd punishment.
