Is it permissible to sell or gift computer programs despite the fear that they might be used for disobedience?

It is permissible to sell or gift software, unless it is known or highly probable that the recipient will use it for unlawful purposes, based on the Almighty's saying: "And do not cooperate in sin and aggression." The predominance of probability (ghalabat al-dhann) takes the ruling of certain knowledge (ilm) in the rulings of Sharia, as indicated by various legal texts.
