It is not permissible to copy programs and use them without the permission of their owners, whether they are disbelievers or Muslims, due to the general nature of the Prophet's (peace and blessings be upon him) saying: "Muslims are bound by their conditions." However, if their owners permit their free use, there is no objection to that. This action on their part is considered a gift, and accepting a gift from a disbeliever is permissible as long as it does not involve anything forbidden.
