Did Uthman ibn Affan, may Allah be pleased with him, delegate the distribution of Zakat on wealth to the the people, and what was the reason for that?

The jurists, based on the statement of 'Uthman (may Allah be pleased with him) and the approval of the Companions, as well as the noble verse: (If you disclose your charitable expenditures, it is well), have permitted the one paying zakat to disburse the zakat of his inward wealth (gold, silver, trade goods, buried treasure) himself, and this is a matter of consensus. As for outward wealth (crops, livestock, fruits, minerals), the sounder opinion is that it is permissible for him to distribute it himself, and it is recommended for the one paying zakat to distribute his zakat and zakat al-fitr himself if he is trustworthy.
