Is it permissible to transfer an apartment from social housing to a colleague and sell it to him, recovering the money, or must it be returned to the Ministry (the original owner) and the contract annulled to avoid the usurious dealings contained within it, and what should the questioner do if the Ministry refuses this?

If the contract was concluded based on ignorance of its ruling, then there is no blame on the questioner for keeping the apartment. He should seek Allah’s forgiveness and pay the installments on time to avoid late fees, in accordance with the Almighty’s saying: "So whoever receives an admonition from his Lord and stops, then he can keep what he has already taken, and his affair is up to Allah."
