How can a divorced woman, whose father has passed away and who lives with her mother, travel to marry a man who cannot travel to her country due to political reasons, knowing that her brothers might object to her travel without a mahram? What is the ruling on a man talking to a woman over the phone and internet, exchanging pictures, and messaging her with the aim of teaching her religious matters or to agree on marriage and discuss its affairs?

It is permissible to appoint someone to act on your behalf in performing the marriage contract, and then you search for a mahram to accompany the girl to you. It is not permissible for the girl to travel to you before the contract unless her guardian is present, as her marriage is not valid without his permission. If her guardians agree and one of them accompanies her, or you appoint someone to act on your behalf, then marry her, fulfilling your promise, if she is of good character and religious devotion. However, if the guardians refuse, then seek someone else. It is not permissible to marry her without her guardians' permission or to encourage her to travel without a mahram. Speaking with her about marriage is permissible within limits, and it is not permissible to go on and on, allowing it to turn into romantic conversations. Remember that Allah will hold you accountable and knows what is secret and even more hidden, and that there is a vigilant watcher recording every word you utter.
