Is performing Umrah in Ramadan sufficient as a substitute for Hajj for one who is unable to perform Hajj, based on the hadith, "An Umrah in Ramadan is equivalent to a Hajj with the Prophet, may Allah's prayers and peace be upon him"?

Performing Umrah in Ramadan holds immense virtue and great reward, equivalent to Hajj with the Prophet, peace and blessings be upon him. However, this virtue does not reach the level of Hajj and does not substitute for the obligatory Hajj of Islam. One may perform Umrah in Ramadan for its virtue and then Hajj afterwards, provided there is no strong presumption of inability to combine them. Otherwise, it is better to wait and try to facilitate the matter of Hajj.
