There is no harm in offering incentive prizes to some buyers through a draw and lottery, if the participant and the buyer of the phone line pay only the real price of the line, even if the purpose is marketing and attracting customers. This is indicated by the resolution of the Islamic Fiqh Academy, held in Doha in 1423 AH (2003 AD), regarding commercial store prizes, which stipulated that "there is no impediment for those offering prizes to promote their goods only - without financial gain - through competitions, provided that the value of the prizes or a part of them does not come from the contestants, and that the promotion does not involve deception, fraud, or betrayal of consumers." As for the buyers, whoever among them buys the device without needing it, but rather intends to enter the draw: he is a gambler, even if the price of the device is the market price.
