What is the ruling on Qunūt in the Fajr prayer after rising from rukūʿ, and what should the follower do if it is an innovation, and how should the one leading the people act in this situation?

The jurists differed on the Qunut in Fajr prayer, and this is a permissible difference of opinion, as its performance and its omission are both established in the Sunnah. It is advised not to make these matters of scholarly disagreement a cause for discord and conflict. If it is the custom of a country to perform Qunut or to omit it, there is no harm. As for the congregant (ma'mum), he must follow his Imam in the Qunut. If an Imam who does not hold the view of Qunut leads a people who do, he may omit it if the congregants agree. However, if omitting it leads to harm or disputes, it is better for him to perform Qunut with them to win their hearts, because a less preferred action may become preferred for a prevailing benefit.
