What is the ruling on programming and selling website unblocking software, and is one absolved of responsibility by stipulating in its terms of use that it only be used for what pleases Allah?
It is not permissible to sell programs that bypass censorship, or to assist someone who intends to infringe upon people's rights, or to access what is not permissible. This is because the predominant use of such programs is for these prohibited matters, and merely imposing conditions on the buyer does not make their sale permissible. This is because means have the rulings of their ends, and whatever leads to the forbidden is treated likewise. Jurists have stipulated the prohibition of selling grapes to someone who will use them to make wine, and renting out a house to someone who will use it for forbidden purposes, due to the assistance it provides for what Allah Almighty has prohibited. This includes everything intended for a forbidden purpose, such as selling weapons to belligerents or bandits, selling a female slave for singing, and renting out a house for selling wine in it, or for using it as a church or a fire temple, all of which are forbidden, and the contract is void.
