Is a person considered to have broken his oath if he swore not to see a foreign woman in the street, then saw her on television?

It appears that the restriction of the vow (or oath) to seeing in the street is specific to that context, so the vow is not broken by seeing (the person) in other places, such as on television or at home, unless the intention of the swearer was not to see at all. In any case, it is not permissible to look at a non-mahram woman at all, whether in the street or elsewhere. Allah has commanded lowering the gaze in His Almighty saying: ﴿Tell the believing men to lower their gaze.﴾
