It is permissible to give a poor person from the for purchasing or building a house, provided two conditions are met: that he does not have a dwelling sufficient for him and his family, and that he is unable to secure housing, even through a non-excessive rent. If these conditions are met in your daughter, then there is no impediment to paying your Zakat al-mal to her.
