Is it permissible to give zakat to needy siblings and relatives from the Ahl al-Bayt?

If the relatives of the payer are from the Household of the Prophet (peace be upon him), then it is not permissible to give them Zakat, and similarly for his sister. However, if his sister is married to a poor man who is not from the Household of the Prophet, then it is permissible to give Zakat to her poor husband.
