Is obtaining 1030 in exchange for 1000 in small change and distributing it to the needy considered usury (riba)?

What you are doing, exchanging smaller currency denominations for a larger one (one thousand and thirty for one thousand), is a currency exchange that is not permissible. This is because a single currency, in its different denominations, is considered one genus, and it requires equivalence and immediate possession upon exchange, according to the resolution of the Fiqh Academy.
