Who bears the sin of adultery in the mentioned story: I, my friend, or the officer?

Adultery is one of the most heinous sins, and these three individuals have committed a grave error. The officer condoned the sin of the two young men and assisted them in it, which is reprehensible. The sin of the two young men is greater because they resolved to commit the indecency and took steps towards it. Some scholars believe that a firm resolve to commit an indecency and striving towards it, even if it is not completed, carries the same sin as committing it. Others believe its sin is lesser. These three individuals must repent to Allah by abandoning the sin, regretting it, and resolving not to return to it, while concealing their own actions and avoiding the causes of sin.
