Looking at women who wear tight clothing that reveals the size of their 'awrah is not permissible, even if it is without lust. It is stated in Al-Durr Al-Mukhtar and its commentary by Ibn 'Abidin: "Whenever it describes, one is looking at her limbs," meaning that seeing clothing which describes the size of a limb is forbidden, even if it is thick and the skin cannot be seen through it. As for looking with lust at anyone other than one's wife or female slave (malak yamin), it is absolutely forbidden.
