Is it permissible to look at a woman who is wearing tight trousers if the observer is safe from temptation?
It was clarified in Fatwa no. 119169 that it is impermissible for a woman to wear tight clothing in front of other women, because such clothing does not adequately cover the 'awrah; it describes it. Therefore, it is not permissible to look at a woman's 'awrah in such clothes—even if there is no fear of temptation. A woman looking at another woman's 'awrah is forbidden. Al-Shirbini stated in Mughni al-Muhtaj: "(A mature woman) is, in terms of looking (at another woman) like her, (as a man) meaning, like a man looking (at another man) in what preceded. So, it is permissible with safety, except for what is between the navel and the knee. And it is forbidden with lust and fear of temptation."
