Zakat must be delivered to its rightful recipients. The expenses for transporting it, or for the travel of the person delivering it to another country, are to be borne by the owner of the wealth. It is not permissible to deduct these expenses from the Zakat, regardless of whether the transport is permissible or obligatory.
