Is he who remembers the prayer after its time has begun and intends to delay it, then forgets it until its time has passed, considered negligent and sinful, or one who intentionally takes the prayer out of its time?

It is permissible for one upon whom prayer is obligatory to delay it within its chosen time, provided there is a firm intention to perform it. So, if one were to die in the interim, having intended to perform it, they would not be considered disobedient. Similarly, there is no sin upon one who forgets it until its time has passed; they should make it up when they remember it, based on the words of the Almighty: "Our Lord, do not impose blame upon us if we have forgotten or erred."
