Are Ramadan baskets (uncooked foodstuffs distributed to the poor) considered in the same ruling as meals for breaking the fast?

"Iftar for a fasting person" is giving them what they can break their fast with at the time of Iftar, such as a ready-made meal. As for Ramadan baskets containing non-ready materials, they are not considered "Iftar for a fasting person" in the absolute sense, because he may not use them for Iftar, but for other purposes. Nevertheless, these baskets contain much good and assistance for the fasting person. To avoid confusion, it is suggested to issue two types of Ramadan vouchers: the first for "Iftar for a fasting person" (ready-made meals), and the second for "assisting fasting people" (Ramadan baskets with non-ready food supplies).
