What is the role of the ruler toward his people, and what is the role of the people toward their ruler?

Islam has established a methodology for the relationship between the ruler and the ruled. Among the ruler's duties are:

1. Preserving the religion. 2. Implementing judgments. 3. Protecting the land. 4. Enforcing the hudud (prescribed punishments). 5. Fortifying the frontiers. 6. Waging jihad against those who resist Islam. 7. Collecting fay' (spoils of war) and zakat (charity). 8. Distributing grants from the public treasury. 9. Appointing trustworthy and sincere individuals. 10. Personally overseeing affairs and reviewing conditions.

As for the duties of the ruled towards the ruler, these include: listening and obeying in what is right, refraining from revolting against him unless he manifests clear disbelief, and offering him sincere advice secretly.
