Waging jihad against those who resist Islam. 7. Collecting fay' (spoils of war) and zakat (charity). 8. Distributing grants from the public treasury. 9. Appointing trustworthy and sincere individuals. 10. Personally overseeing affairs and reviewing conditions.

As for the duties of the ruled towards the ruler, these include: listening and obeying in what is right, refraining from revolting against him unless he manifests clear disbelief, and offering him sincere advice secretly.
