What is the ruling on enjoining charity upon sanitation workers without possessing the means to give charity?

Your commanding your friend to give charity to those in need is an enjoinment of good for which you will be rewarded, because it involves guiding to good, for the Prophet, peace and blessings be upon him, said: "The one who guides to good is like the one who does it."
