If you strongly suspect that beggars in the streets are not deserving, then do not give them anything, lest you aid them in falsehood. And if you are unaware of who is deserving of charity, you can authorize someone you trust, such as your mother or an elder from your family, or authorize charitable organizations, to give the charity on your behalf.
