What is the ruling on giving money to the poor and needy in the streets, is it permissible to rebuke them, and what is the interpretation of the Almighty's saying, "And as for the beggar, do not repel him"?

Giving charity to the poor and needy is one of the best deeds in the sight of Allah Almighty. A person refrains from giving charity only to someone about whom they are certain that they are not eligible for charity or that they will use it to disobey Allah Almighty. However, regarding someone whose situation is unknown and who claims poverty and destitution, charity should be given to them, based on the saying of the Prophet, peace and blessings be upon him: "If you wish, I will give you, but there is no share in it for a rich person, nor for a strong, able-bodied earner."

As for the meaning of the noble verse: {And as for the beggar, do not repel [him]}, it means: Do not scold or speak harshly to someone who asks you, but rather give to them or politely refuse them.
