What is the ruling on turning away a beggar and not giving charity to them due to embarrassment from their attention-grabbing actions, or fear of the money being misused to harm children, especially considering Allah’s saying: "And as for the beggar, do not repel [him]"?

It is not obligatory to give to every beggar, and the responsible individual does not incur sin by refusing them. The noble verse, "And as for the beggar, do not repulse him" (Quran 93:10), prohibits scolding him, not refusing him. One should give a small amount to a needy beggar and not give to someone who is believed to be wealthy, but rather advise them. The hadith, "The beggar has a right, even if he comes on a horse," is weak. The abundance of deceitful beggars who feign poverty while being rich makes it good to verify before giving. The reference point for giving and withholding is knowledge or strong presumption regarding the beggar's truthfulness and need.
