What is the ruling on refraining from giving beggars money and other things with the intention of not encouraging them to beg?

Allah has desired charity and promised abundant good and great reward for it, and He has condemned stinginess and its people. Based on these texts, a Muslim should not turn away a beggar and be stingy towards him, especially if he is unaware of his condition or knows that he deserves to ask.
