Is it permissible to seek forgiveness (Istighfar) or to say "Hawqala" (La hawla wa la quwwata illa billah) with the intention of marrying a specific person?

It is permissible to turn to Allah with supplications for forgiveness (Istighfar) and remembrance (Dhikr), especially "La hawla wa la quwwata illa billah" (There is no might or power except with Allah), with the intention of facilitating worldly matters such as marriage to a specific person. The servant should make their greatest concern the pleasure of their Lord and achieving sincerity towards Him, knowing that Allah will reward them and make their affairs easy. It is better to ask Allah to facilitate what is good wherever it may be, or to facilitate marriage to a specific person if there is good in it, for Allah knows what is good for His servant.
