Is it permissible for the one performing 'Umrah to perform more than one 'Umrah with a single Ihram without desacralizing between them?

Every Umrah (minor pilgrimage) must have its own Ihram (state of ritual consecration). Just as a worshipper is not permitted to perform multiple prayers with a single Takbirat al-Ihram (the opening declaration of prayer), so too is one who performs Umrah not permitted to perform more than one Umrah with a single Ihram. For the Umrah to be complete, one must exit the state of Ihram by shaving or shortening the hair. Once one has exited this state, it is permissible to enter into Ihram for another Umrah, even if the Ihram garments are not changed. However, if one has not shaved or shortened the hair, then the first Umrah is not complete, and entering into Ihram for a second Umrah in this state would be invalid. In such a case, the Tawaf (circumambulation of the Kaaba) and Sa'i (walking between Safa and Marwah) would be considered a voluntary act of worship (nafl mutlaq), not a ritual act (nusuk), because it is not possible to perform two ritual acts with a single Ihram. However, one who has exited the state of Ihram from their Umrah can go to the Hill (area outside the sanctuary of Mecca) and enter into Ihram for another Umrah.
