The name "Al-Muhaymin" for Allah Almighty means the Overseer of everything, the Witness over His creation concerning their deeds. It is not permissible to be named "Al-Muhaymin" with the definite article "Al-" because it is one of the names exclusive to Allah Almighty. As for "Muhaymin" without the "Al-" (definite article), the ruling is less strict, and if it is qualified by a description (such as "Muhaymin of the house"), the prohibition is removed. Nevertheless, it is more prudent to avoid it due to the doubt it entails, and it is preferable to change it to good names such as Abdullah or Abdur-Rahman.
